Carlos Jorge Matias Gonçalves Baía holds a degree in Business Management from the University of the Algarve and a Master’s in Economic and Business Sciences from the same university.

He has been a member of the Institute for Employment and Vocational Training since 1995, where he has held the positions of Head of the IT Division, Director of the Faro Vocational Training Centre, Director of the New Opportunities Centre, and Regional Delegate for the Algarve.

Since October 2017, Carlos Baía has been a member of the executive of Faro City Council, as a councillor, where he has been responsible for Tourism, Human Resources, Social Action, Participatory Policies, and Animal Health.
